The Deputy Director supports the Director in providing strategic leadership and oversight for the Administration and Operations of the Social Security Board. This role involves managing core administrative functions, policy development, operational activities and stakeholder engagement while ensuring adherence with international best practices. The Deputy Director will oversee the Board’s operations, ensuring that processes and procedures are efficient and effective. Reporting directly to the Director, the Deputy Director will implement and maintain the organization’s strategies, manage operational policies, and foster a culture that promotes the Social Security Board’s values and mission.

Major Responsibilities

  • Operational Leadership: In collaboration with the Director, design and implement business strategies, plans, and procedures to achieve the Board’s goals, objectives and workplans.
  • Performance Management: Set comprehensive performance and growth goals, and regularly evaluate the Organization’s performance by analyzing and interpreting data and metrics.
  • Consolidation of Departmental Reports into Comprehensive Performance Reports: Oversee the timely collection of quarterly performance and operational reports from department heads. Ensure reports are comprehensive, accurate and aligned with Organization’s strategic objectives and workplans, for submission to the Director. Highlight key insights, including accomplishments, challenges and areas requiring immediate attention.
  • Policy Development: Oversee the preparation and maintenance of policies and procedures that align with the Organization’s objectives.
  • Team Management: Oversee daily operations and the work of the Executives and Department Heads, leading department heads and employees to encourage maximum performance and dedication.
  • Board Representation: Attend Board of Directors meetings to provide operational, financial, and strategic updates when required.
  • Financial Oversight: Work closely with the Financial Controller to manage financial audits, budget operations and financial planning in consultation with the Director.
  • Performs other duties or special projects as required or as assigned by the Board.

List of Tasks & Duties:

Strategic Leadership:

  • In consultation with the Director, develop and communicate the Board’s operational strategies.
  • Act as a liaison between the Director and departmental leadership.
  • Leads strategic projects and special initiatives to improve performance.
  • Collaborate with the Director and other members of the senior management team in respect of legislative amendments related to the Social Security Board operations.
  • Conduct regular assessments to identify gaps between the Organization’s current operations, policies, practices and regulatory requirements.

Operational Oversight:

  • Oversight of various department heads and provide guidance to build organizational capacity.
  • Oversee workflows for service delivery through technology and innovation while fostering a culture of continuous improvement, accountability and excellence.
  • Regularly assess and refine operational processes to improve efficiency.
  • Oversight of the Operations Officer and Procurement functions, approve procurement plans, contracts and vendor agreements, ensuring transparency and integrity.

Strategic Financial Leadership:

  • Support the Director in financial decision-making and long-term planning.
  • Develop financial models to project future trends and assess their implications for the organization in collaboration with the Director and Investment Manager.
  • Provide regular reports on financial risks and corrective measures in collaboration with the Investment Manager and conformity with the Actuaries.

Requirements of the position:

A) Education

Master’s degree in business administration or equivalent qualifications.

                                                                PLUS

Ten (10+) years’ experience at a senior management level.

B) Knowledge, Skills & Abilities

  • Proficiency in leading and managing teams of five or more.
  • Expertise in regulatory framework and proficient knowledge of Social Security Ordinance.
  • Proficiency in creating reports and presentations for executive and Board-level stakeholders.
  • Strong project management skills to implement corrective actions effectively.
  • Strong financial acumen
  • Strong analytical skills to evaluate organizational performance and develop actionable recommendations.
  • Collaboration skills to foster accountability and teamwork across departments.
  • Effective management and delegation skills.
  • Complex problem solving and analytical skills to interpret data, identify trends or gaps in performance.
